Jamaica’s Ministry of Justice sets the Minister’s Marriage Licence process. People who live abroad must be in Jamaica at least 24 hours before the ceremony. The licence is valid only in Jamaica and expires 90 days after it is issued. There is no blood test on the standard foreign-couple path. Legal ceremony versus symbolic vows
A civil or licensed religious ceremony produces a Jamaican marriage. A symbolic beach blessing does not. Many US and UK couples do both: legal at home, symbolic on the cliff. That is a valid product. It is a different product. Same-sex civil marriage is not performed under Jamaican law; couples who need a legally binding same-sex ceremony typically marry where that is available, then celebrate in Jamaica if they still want the island.

Parish does not change the licence, it changes the clock
Negril, Montego Bay and Ocho Rios all use the same national licence rules. They do not share the same airport clock. A Friday Montego Bay landing and a Saturday-sunrise West End ceremony is a tight legal-plus-transfer puzzle. Build buffers. Your planner should own the officer appointment, not assume the hotel desk will invent one at 7am.

What the planner must own
Name of the marriage officer, who collects the licence, who holds passports on filing day, and what happens if the flight is late. A coordinator who has never filed a Minister’s Licence is not ‘the same as a planner’. Independent matching exists so you are not guessing from a Facebook group at month two. A 24-hour licence is still one chance to get the officer right—before you book the lawn.

Expect passports, evidence of single status or divorce/death documents if applicable, and completed declaration forms that often need a Justice of the Peace in Jamaica.
